Promoting Democracy

Foreign Affairs and Defense Agencies Funds and Activities--1991 to 1993 Gao ID: NSIAD-94-83 January 4, 1994

This report inventories U.S.-government-funded programs aimed at democratic development. This information is presented, on a geographic basis, for fiscal years 1991-93 for the Agency for International Development, the Defense Department, the State Department, the National Endowment for Democracy, and the U.S. Information Agency. GAO also identifies the legislation authorizing U.S. assistance for democratic involvement.

GAO found that: (1) government assistance for democratic development increased from $682 million in 1991 to $900 million in 1993; (2) assistance increased to each geographic region except for Africa; and (3) the largest increase in assistance was for Europe due to the changing conditions in eastern Europe and the new independent states of the former Soviet Union.
