Further Efforts Needed To Ensure Best Use of Research Findings

GAO reviewed the results of actions taken by the Forest Service to obtain the best use of research findings. Since an earlier GAO report to Congress, the Forest Service has made numerous organizational and procedural changes to increase the use of research findings in lands and resources management and to provide better information to Congress.

GAO found that a more systematic approach is needed to obtain information on the use and utility of research findings. The annual reports of research results do not always identify the benefits that land managers have obtained, or can expect to obtain, from using research findings. Station directors often lack information about the use of research findings by land managers and the problems that impair the use of research results. Consequently, Forest Service management does not have enough information to identify ways to better use research findings or refocus ongoing research to maximize benefits to land managers. In response to these concerns, Forest Service officials agreed to modify a directive on technology transfer responsibilities. The modifications will stress that regional foresters and area directors will be responsible for informing research project leaders and station directors on the use made of research findings and any problems limiting research use. This information should enable the Forest Service to improve the use of research findings and to provide better information to Congress.
