Observations on Overtime, Sunday, and Holiday Compensation for the U.S. Customs Service, Immigration and Naturalization Service, and Animal and Plant Health Inspection Service Inspectors

GAO discussed the proposed legislation designed to change the current compensation policy affecting inspectors of the Department of Treasury's U.S. Customs Service, the Department of Justice's Immigration and Naturalization Service, and the Department of Agriculture's Animal and Plant Health Inspection Service. Inspectors are compensated differently from other federal employees for overtime, Sunday, and holiday work assignments.

GAO found that the different compensation costs totalled approximately $85 million in fiscal year (FY) 1983. The proposed legislation would attempt to make the inspectors compensation more comparable to the majority of federal workers. Further: (1) some of the conditions that led to enacting the original inspectors' compensation laws have changed; and (2) the cost of paying inspectors differently from most other federal employees was at least $21.6 million in FY 1982.
