1990 Farm Bill

Opportunities for Change Gao ID: RCED-90-142 April 10, 1990

GAO addressed issues that Congress should consider during the debate over the 1990 farm bill.

GAO addressed: (1) commodity price and income supports; (2) farm finance; (3) crop disaster assistance; (4) conservation and environmental programs; (5) international programs; (6) food stamps; and (7) U.S. Department of Agriculture (USDA) management. GAO noted that the 1990 farm bill should include major changes to price and income support programs to encourage greater opportunities for marketing and overhaul of the way farm credit and agricultural disaster assistance, especially crop insurance, are provided to farmers.
