On October 13, 1993, the President submitted to Congress his first special impoundment message for fiscal year 1994. The message reports eight deferrals of budget authority, which affect funding for international security assistance, administrative expenses at the Social Security Administration, and emergency refugee assistance. GAO reviewed these deferrals and found them to be in compliance with the Impoundment Control Act.

GAO found that the proposed deferrals of budget authority: (1) totalled $1,197,175; and (2) were in accordance with the Congressional Budget and Impoundment Control Act of 1974.
