Catastrophic Risk Protection Endorsement and Federal Crop Insurance Reform, Insurance Implementation Gao ID: OGC-98-69 August 17, 1998

Pursuant to a legislative requirement, GAO reviewed the Federal Crop Insurance Corporation's (FCIC) two new rules on catastrophic risk protection endorsement and the implementation of federal crop insurance. GAO noted that: (1) the first rule would amend subpart U of the General Administrative Regulations--Ineligibility for Programs Under the Federal Crop Insurance Act and the Catastrophic Risk Protection Endorsement--to conform with the statutory mandates of the Agricultural Research, Extension, and Education Act of 1998; (2) the second rule would amend subpart T of the Regulations and the Common Crop Insurance Regulations, Basic Provisions, to conform with the same Act and to move those provisions that are terms of insurance from subpart T into the Basic Provisions; (3) this rule would also remove those provisions of subpart T that have been moved to the Basic Provisions; and (4) FCIC complied with the applicable requirements in promulgating the rule.
