Status of Budget Authority Proposed for Rescission in the President's Third Special Message for FY 1983

GAO reported on the status of a budget authority that was proposed for rescission in the President's third special message for fiscal year 1983.

The President proposed rescission of $2 million in budget authority that had been made available to the National Oceanic and Atmospheric Administration for construction. The Impoundment Control Act requires that funds proposed for rescission be made available for obligation unless Congress completes action on a rescission bill within a 45-day period. For this rescission proposal, the 45-day period ended without Congress' having passed such a bill. Therefore, the subject budget authority was apportioned.
