Proposal to Form a Federal Statistical Service Gao ID: T-GGD-96-93 March 22, 1996This testimony discusses the creation proposed by H.R. 2521 of a new Federal Statistical Service, which would be formed by consolidating the Census Bureau, the Bureau of Economic Analysis, and the Bureau of Labor Statistics. The new independent agency would be headed by an administrator appointed by the President and confirmed by the Senate. GAO applies five key principles that it has identified as useful to consider when reorganizing or streamlining government agencies.
