Encryption Items Transferred from the U.S. Munitions List to the Commerce Control List Gao ID: OGC-97-12 January 13, 1997

Pursuant to a legislative requirement, GAO reviewed the Bureau of Export Administration's (BXA) new rule on transferring encryption items from the U.S. Munitions List to the Commerce Control List. GAO found that: (1) the rule would amend the Export Administration Regulations by imposing national security and foreign policy controls on certain information security systems and equipment, cryptographic devices, software, and related technology; (2) the rule would also require a license for exports and reexports to all destinations, except Canada, of certain encryption items; and (3) BXA complied with applicable requirements in promulgating the rule.
