Comparing Costs of Marking Airfields

A follow-up to a recommendation for cost comparisons on airfield marking reveals that a contract was awarded for the operation previously performed in-house at Tinker Air Force Base, Oklahoma. A cost comparison was done for only one striping team because of Air Force skepticism about bidder performance, with intentions of monitoring the contractor before deciding on further comparisons.

This rationale is not valid as experience at Tinker Air Force Base would not necessarily be repeated. In compliance with recommendations calling for comparisons of the entire airfield pavement-marking program, the Air Force stated intentions to cost compare nine teams for 1977 and the remaining three for 1978.
