Status of Budget Authority Proposed, but Rejected, for Rescission

The President proposed budget authority for six items for rescission, but Congress did not complete action on the rescission bills within the 45-day period stipulated. The Congressional Budget and Impoundment Control Act requires that those funds proposed, but not approved for rescission, be made available for obligation.

The President proposed the rescission of $850,000 of annual budget authority for salaries and expenses of the National Transportation Safety Board in his 13th special message for fiscal year 1977. This amount was made available for obligation on September 26, 1977, but the agency was unable to obligate any of this budget authority before October 1, 1977, and the total amount lapsed on the last day of fiscal year 1977. The total amount of annual budget authority proposed for rescission for international security assistance, foreign military sales, in the President's 14th special message to Congress lapsed before the end of the 45-day period. Budget authority proposed, but rejected, for rescission for the B-1 Bomber, the SRAM-B Missile, and the Minuteman III Intercontinental Ballistic Missile has been apportioned to the agencies involved and has been made available for obligation.
