Financial Management of Overseas Dependents Schools

A review was requested because of the overseas dependents education program's rapidly rising cost and management. The review focused on the following issues: (1) the extent to which the Department of Defense is complying with the congressional directive to centralize management; and (2) the comparability of overseas dependents schools with the stateside schools as to teacher salaries, student/teacher ratios, cost of operations, and opportunities for cost reductions.

More than 150,000 pupils are enrolled in schools for U.S. dependents overseas; these schools compare favorably with U.S. schools in the areas of student/teacher ratios and teacher salaries. As directed by Congress, the overseas school system has been reorganized to centralize its management.
