Human Resources Research and Development Results Can Be Better Managed

In spite of the fact that personnel costs accounted for 61 percent of the Department of Defense's (DOD) outlay of funds in fiscal year 1976, a very small proportion of funds was devoted to human resources research and development. A GAO review revealed a low rate of utilization of results of such research. Reports published from 1973 through 1975 were intended to support changes to regulations, policies, training programs, or equipment.

Of the 374 reports published, 38 percent were not used because of impressions that results were for information only or of questionable value, or users were unaware of results. Management of the use of this material should be improved.
