Alleged Inadequacies and Irregularities in Remodeling an Enlisted Men's Dining Facility at the Naval Base, Norfolk, Virginia

Almost $2 million can be associated with the remodeling of the enlisted men's dining facility at the Norfolk Naval Base. Design errors have caused sizeable increases in the cost of this remodeling.

The Atlantic Division of the Naval Facilities Engineering Command did not always attempt to determine responsibility for the following design errors and deficiencies totaling more than $31,000: the architect-engineer designed the building renovation to accommodate steam dishwashers when electric dishwashers had been cited in its equipment specifications; ducts in the dishwasher exhaust system leaked condensate; and the architect-engineer did not specify hardware for eight doors to be installed, and omitted provisions for relocating a telephone service box which was in a partition to be demolished. Several change orders, totaling about $73,000, did not have sufficient documentation in the contract files to explain the bases for the changes.
