President's Special Messages Proposing Deferral of Budget Authority Provided to the Department of Commerce and Rescission Involving Department of Defense Procurement Funds

The President's 16th and 17th special messages for fiscal year 1977 were transmitted to Congress pursuant to the Impoundment Control Act of 1974.

The 16th special message proposed a deferral of $11 million in budget authority that had been provided to the Department of Commerce, Economic Development Administration, for local public works program activities and a revision to a previously transmitted deferral. The 17th special message proposed a rescission involving Department of Defense procurement funds of $105 million concerning the Minuteman III Intercontinental Ballistic Missile. With respect to the rescission proposal, the 45-day period of continuous session during which the funds may be withheld pending congressional action will expire on October 20, 1977. Information provided in the messages was found to be correct and actions proposed were clearly and accurately stated.
