Comments on Claim for Tuition and Fees

GAO provided its opinion on whether a payment for tuition and fees could be made to a college for educational services. GAO noted that: (1) the government derived a benefit which satisfied a legitimate need; (2) the contractor performed the work in good faith; and (3) payment would not violate a statute or statutory regulation. Accordingly, payment may be made on a quantum meruit basis.
