Follow-up Survey of DOD's Cargo Security Program in the Far East Area

A review of cargo security and accountability procedures in Korea assessed the effectiveness of corrective actions taken in response to recommendations in a 1973 report and attempted to determine whether additional problem areas exist. Corrective actions were taken, many in response to the report, to better control cargo from the time it arrives at the Pusan Port until it reaches the ultimate consignee. Additional corrective actions were taken as a result of an Army Audit Agency review of the controls over the movement of Army cargo in Korea. These actions, in conjuction with the increased use of containers and the reduced level of cargo entering Korea since 1972, have improved the security being afforded military cargo entering Korea through the Pusan Port. However, several areas requiring corrective actions were identified. There is a need for prompt identification of cargo shortages that occur after cargo is in the port's custody and the prompt conclusion of investigations into what caused the shortages. In the near future, the port will initiate a more systematic inspection approach to resolve such discrepancies. Also, coordination between local military police and port authorities has been effected. Actions have also been initiated to correct other less significant weaknesses identified during the survey.
