Navy Guam Land Use Plan Does Not Address Possible Alternatives
Gao ID: LCD-80-12 October 18, 1979A review was made of the accuracy of the Guam Land Use Plan which the U.S. Navy prepared. The Navy stated that the plan represents the military's required land use goals on Guam.
The potential needs for the relocation of Defense operations and housing and personnel support facilities did not appear to be economically justifiable. Since the Navy failed to address all relocation alternatives, the published plan identifies desired, rather than required, military land holdings and does not accurately reflect Defense land requirements as identified in the Navy study. As a result, the plan should not be used as the sole basis for joint civilian-military land use planning on Guam.
