Claims of Savings and Improved Service in DOD's Competitive Rate Program for Shipments of Household Goods Overseas

Claims made by the Department of Defense (DOD) concerning improved materials transport service and savings being achieved under its Competitive Rate Program (CRP) were reviewed.

The methodology DOD used to calculate savings resulting from CRP was acceptable, and its estimate of dollar savings was as accurate as possible considering the information available at the time of preparation. Claims by DOD of improved service could not be verified because the methodology used to measure such improvements was poorly designed and documented.
