Review of the Consolidation of the Finance and Accounting Centers of the Military Traffic Management Command

An audit was requested of the proposed consolidation of the Finance and Accounting Center of the Military Traffic Management Command, Oakland Army Base, California, with a similar center located at the Military Ocean Terminal, Bayonne, New Jersey.

The Army reported in its June 1978 realignment summary that the consolidation of the Military Traffic Management Command would save the Government $322,970 annually, balanced against a one-time realignment cost of $221,437. Target date for full operation as a consolidated group is October 1, 1979. GAO reviewed the Army Audit Agency's work and its workpapers supporting the audit and discussed the review with officials. The Audit Agency's review was sufficiently comprehensive to permit a conclusion on the economics of the proposed action.
