Consolidation Could Yield Significant Savings Gao ID: FPCD-79-88 September 20, 1979

An evaluation was made of the Secretary of Defense's proposal to consolidate two Army and Navy undergraduate helicopter pilot training programs in order to determine the validity of Department of Defense (DOD) cost estimates and related savings of the consolidation.

It was found that although increases were necessary in both the Army's and Navy's cost estimates, the consolidation proposal should result in savings in excess of $63.3 million over the next 5 years. There are advantages and disadvantages to the consolidation, but the preponderance of evidence favors it. Estimated savings depend, however, upon assumptions used and timing of implementation, which could vary. The true economies of the consolidation program cannot be precisely determined without actually operating it. There is still a need to verify the forecasted savings and to facilitate proper management of implementation.
