Recruiting Management in the United States Marine Corps

GAO reviewed recruiting management of the U.S. Marine Corps (USMC) recruiting program. Included in review were selected recruiting activities performed at USMC headquarters and four selected subordinate stations. GAO examined documentation and interviewed officials, including recruiters concerned with management and production.

GAO found that the USMC had taken positive steps to improve its recruiting operations, including the establishment of systematic recruiting process and procedures for retesting enlistees at training depots to deter and prevent incidents of recruiter malpractice and fraudulent enlistments. GAO found some areas which, if unaddressed, could hamper effective recruiting operations. Some of these areas were related to only one or more of the locations visted. The areas in which problems were include: (1) operational control practices; (2) goal inflation practices; (3) enlistment processing and recruit reporting systems; (4) training provided to recruiting personnel and adequacy of training records; (5) perceptions about awards and management support; and (6) policy adherence by station commanders.
