DOD Opportunities To Realize Great Savings by Taking Certain Actions in the Logistics Area

The consolidation of base support services at military installations is a simple way to save money. The Department of Defense (DOD) has established three programs aimed at reducing base support costs, of which the Defense Retail Interservicing Support (DRIS) program shows the greatest potential. GAO believes that DOD has not consolidated base support services more because of: (1) parochial interests at all levels; (2) the lack of high-level DOD commitment; and (3) the lack of coordination between DRIS and the other programs. Although DOD has clearly identified the actions necessary at all levels to reduce base support costs and has incorporated some basic management tools into its DRIS program, it has not authorized any level to enforce the program's objectives. GAO believes that the DRIS program is a logical organizational framework within which to coordinate DOD cost reduction efforts. However, a stronger DOD commitment to the DRIS program is needed to convince the Military Services that the program is worthwhile and to motivate them to act.
