Update of the Issues Concerning the Proposed Reactivation of the Iowa Class Battleships and the Aircraft Carrier Oriskany

GAO was asked to update information in a study concerning the Navy's proposal to reactivate four Iowa class battleships and the aircraft carrier Oriskany.

It appears that the concerns raised in the original study remain valid. These concerns include the capability of Navy shipyards to overhaul the New Jersey and the Oriskany, the capability to complete overhauls on schedule, and the reasonableness of cost estimates and time necessary to complete overhauls. GAO was unable to verify or corroborate statements made by Navy officials. Much of the information provided by the Navy was in the formulative stage and could not be validated. However, the information obtained clearly showed that the Navy needs to refine and provide additional information for the Committee's consideration.
