The Department of Defense's Energy Conservation Investment Program Needs Closer Monitoring

GAO was asked to provide data on the status of the Department of Defense's (DOD) Energy Conservation Investment Program (ECIP) projects and funds because of a fear that ECIP funds were being used on non-energy conservation projects.

GAO has stated that about $79 million in fiscal year 1979 and 1980 ECIP funds had been reallocated or could become available for reallocation to other military construction projects. DOD felt that the GAO estimate was overstated. DOD further stated that management flexibility was needed in the use of military construction funds and that such flexibility was consistent with congressional intent. GAO considers funds to be available at the time projects are deferred, while DOD does not consider deferred project funds to be reallocated because many of these projects are subsequently funded. In any case, the total amount of ECIP funds reallocated or available for reallocation is substantial. GAO also found that DOD does not have a systematic method of identifying energy savings resulting from completed ECIP projects. DOD is currently developing a system to resolve this problem.
