Defense Department's Management of Property Leased to Foreign Governments Is Still Inadequate

Gao ID: ID-83-6 November 23, 1982

GAO reviewed leases of defense property to foreign governments, in conjunction with a 1981 report, to determine whether the leases complied with the provisions of the Arms Export Control Act (AECA).

GAO found that the financial management and monitoring of leased property is inadequate and that congressional notification requirements are not being fully met. As a result, Congress is not being provided information needed for effective oversight, and thousands of dollars in lease costs are not being recovered. In addition, GAO found that there is little monitoring of the use of leased property and, in some instances, the property has not been returned at the expiration of a lease.
