Cost Information Presented to Congress on the C-5B Aircraft Program

GAO was asked to determine whether the C-5B cost data provided by the Air Force to Congress during the fiscal year 1983 authorization process were the most current available.

In the view of GAO, a revised cost estimate for the C-5B program could have been prepared and reported to Congress. However, GAO found no evidence that the Air Force or the Office of the Secretary of Defense consciously withheld information on the projected increase in C-5B acquisition costs. It was an Air Force judgment to report the increase when it restructured the program.
