Issues Concerning the Survivability and Capability of the ICBM Force

GAO was conducting a survey of the Department of Defense's (DOD) efforts to modernize the land-based Intercontinental Ballistic Missile (ICBM) force. The assignment was nearly completed when the President announced his programs for modernizing the strategic forces.

The ICBM modernization effort has received a great deal of publicity, and many of the issues currently being addressed by DOD have been repeatedly addressed in the news media and during congressional hearings. In view of this, and because many of the specific details concerning the ICBM modernization effort have not been finalized, GAO will not issue a report to Congress at this time. However, there are some short-term, mid-term, and long-term issues concerning the survivability and capability of the ICBM force that deserve further DOD attention.
