Limited Survey of Contract Award and Administrative Procedures at Fort Carson

GAO performed a limited review of contract award and administrative procedures at Fort Carson, Colorado to identify any significant or systemic weaknesses that result in ineffective, inefficient, or uneconomical practices.

GAO examined five principal contracts, together with various award and administrative procedures on other contracts, but did not find any weaknesses in these procedures that would warrant an expanded survey. However, GAO did find that administrative procedures adversely affected payments on one custodial service contract and that offered cash discounts for prompt payment were not always taken when in the Government's best interest.
