Evaluation of the DOD Readiness Report in Response to Public Law 96-342

GAO assessed the Department of Defense's (DOD) initiatives to define the relationship between funding levels and military readiness.

The Office of the Secretary of Defense (OSD), the Joint Chiefs of Staff, and the military services have systems in place or initiatives underway to address this relationship. However, DOD has not been able to adequately articulate this relationship, and the various organizations involved are not benefiting fully from each others' efforts. There is no agencywide program or capability to integrate or coordinate these efforts toward meeting the stated congressional needs.
