Perspectives on Productivity in the U.S. Defense Establishment

GAO examined whether Department of Defense (DOD) productivity initiatives show tangible progress. Although DOD claims that productivity has improved in the defense establishment, there are still questions concerning the measurement of productivity, its evaluation in relation to other defense goals, and its application to all military functions. GAO views productivity as a necessary management principle which must be defined and applied realistically in the defense establishment.
