Savings on the CVN-71 and Termination Cost of the CVN-72 and -73 Nuclear Aircraft Carriers

In response to a congressional request, GAO reviewed the Navy's programs to acquire the CVN-71, -72, and -73 nuclear aircraft carriers.

GAO determined that the Navy's estimated savings of about $74 million on the CVN-71 appears reasonable if the incentive delivery date of December 31, 1986, is met. GAO noted that the CVN-71 is currently on schedule to meet that date. GAO found that the Navy has not made a detailed analysis of the cost to terminate procurement of the CVN-72 and CVN-73. However, the Navy stated that the cost to cancel one carrier would probably be in excess of $1.5 billion and that such action would cause claim and counterclaim litigation.
