Allegations Concerning the Construction and Acceptance of the Gymnasium at Grafenwoehr, West Germany

In response to a congressional request, GAO examined selected aspects of the construction and the Army's acceptance of a gymnasium at Grafenwoehr, West Germany. Concern had been expressed that the Army accepted the facility without a proper inspection and that the Army may have paid for construction that did not meet contract specifications.

GAO found that: (1) the Army accepted the gymnasium only after apparent problems were investigated and corrective action was planned; (2) although certain unacceptable conditions did exist, the contractor corrected most of the deficiencies and extended the warranty on other questionable work; (3) locker deficiencies were caused by inadequate Army size specifications, and the lockers were subsequently replaced at Government expense; and (4) locker rental fees are authorized by Army regulations and are used to support the local morale support fund.
