Concerns About the Air Force Approach to the Dual Role Fighter Comparison

GAO examined the Air Force's evaluation of the capabilities of the F-15 and F-16 aircraft derivatives to select one of them as the Air Force dual role fighter.

GAO found that the Air Force has not completely defined its operational concepts and requirements for the dual role fighter, nor has it compared these aircraft against a set of criteria to determine whether they each meet minimum performance specifications. GAO expressed concern that the Air Force may have difficulty determining which derivative would best meet its needs.
