Review of Financial Arrangements for the 1983 Army-Navy Football Game

Pursuant to a congressional request, GAO reported on the financial arrangements relating to the 1983 Army-Navy football game and reviewed whether statements by Army and Navy officials were consistent with the financial facts.

The Department of Defense agreed to move the 1983 Army-Navy football game to Pasadena, California, with the understanding that both academies would realize as much revenue and incur no more cost than if the game was played at the previous years' site. The local sponsor obtained funds from sources such as corporate donors and sponsors, individual donations, game ticket sales, concessions, advertising, bank loans, and other fundraising activities. However, the sponsor was unable to meet contractual obligations and requested financial support from the Army and the Navy. GAO found that, because of unresolved issues and incomplete financial accountability, the financial outcome of the game has not been settled.
