Cost of Military Exercises in Honduras

Pursuant to a congressional request, GAO reviewed the costs of U.S. military construction activities in Honduras.

GAO found that: (1) the construction costs reported did not conform to the requirements for the expenditure of funded and unfunded appropriations; (2) the funded costs that were reported generally included only materials and equipment operation costs; (3) the unfunded costs that were reported only included troop labor and equipment depreciation costs; and (4) transportation for unit personnel and equipment, which are paid by Joint Chief of Staff exercise funds, were not included in the reported costs.
