Bigeye Bomb

An Evaluation of DOD's Chemical and Developmental Tests Gao ID: PEMD-86-12BR May 23, 1986

In response to a congressional request, GAO analyzed data on the Bigeye bomb to determine whether it was ready for production.

GAO found that: (1) only developmental testing information was available; (2) the bomb did not meet technical specifications and, therefore, operational testing should cease until the specifications are met; (3) the test results contained inconsistencies; (4) the test criteria were ambiguous and uncertain; (5) there was insufficient test data and analysis to resolve technical issues; and (6) solutions to technical problems led to operational constraints and uncertainties. GAO concluded that: (1) the bomb was not ready for production; and (2) the Department of Defense should examine other technologies and chemical weapons to accomplish Bigeye's deterrent and retaliatory mission.
