Case Study of the Air Force Advanced Warning System Gao ID: NSIAD-86-45S-14 July 31, 1986

GAO provided a supplement to its report on the defense acquisition work force. GAO studied the Air Force Advanced Warning System, specifically the role of the program manager and the contracting officer in developing the acquisition strategy.

GAO found that: (1) the contracting officer and the procurement staff developed and presented to the program manager a baseline strategy consisting of three phases; (2) the program manager developed the work and specifications that the contracting officer reviewed; (3) the contracting officer established the business terms and conditions; (4) the program manager and contracting officer reviewed the request for proposals to determine its consistency with the acquisition strategy; and (5) the program manager and the contracting officer assisted in the initial phase of the source selection plan's preparation.
