Case Study of the Army Guided Anti-Armor Mortar Projectile Program Gao ID: NSIAD-86-45S-3 July 31, 1986

GAO provided a supplement to its report on the defense acquisition work force. GAO discussed the role of the program manager and contracting officer in developing the Army Guided Anti-Armor Mortar Projectile program's acquisition strategy.

GAO found that: (1) while the Department of Defense (DOD) gave the program manager responsibility for formulating acquisition strategy, it did not assign a program manager early enough for him to be responsible for developing the acquisition strategy; (2) the program manager was a member of the laboratory team which developed the program's acquisition strategy; (3) DOD assigned the contracting officer soon after the Army issued a requirement for the program; (4) the contracting officer had no input into the requirements document but participated in early acquisition strategy meetings, providing advice on such strategy as the planned competition and type of contract to be used; and (5) the contracting officer participated in developing the request for proposals and had a limited role in developing the source selection plan.
