Air National Guard's Need for C-21A Aircraft Gao ID: NSIAD-86-160 July 9, 1986

Pursuant to a congressional request, GAO reviewed the Air National Guard's procurement of four C-21A aircraft.

GAO found that: (1) the aircraft would replace CT-39 aircraft and be used for operational support airlift (OSA) operations; (2) OSA aircraft procurement is based on wartime requirements, which the heads of Department of Defense components approve after considering all available resources; however, wartime requirements exceed available aircraft and are not clearly defined and documented to support the number, mix, and type of aircraft; (3) the decision to procure the aircraft was primarily the result of congressional direction; (4) although the acquisition of OSA aircraft must be justified by wartime requirements, the C-21A aircraft is needed for peacetime operations; and (5) Guard officials identified the C-21A aircraft as the only appropriate replacement for the CT-39 aircraft and rejected alternatives to the C-21A as less suitable.
