Case Study of the Air Force Advanced Tactical Fighter Program Gao ID: NSIAD-86-45S-12 August 25, 1986

GAO provided a supplement to its report on the defense acquisition work force. GAO examined the capabilities of the program manager and contracting officer in developing the Air Force's Advanced Tactical Fighter program acquisition strategy.

GAO found that: (1) the program manager played a lead role in developing the acquisition strategy; and (2) the contracting officer was an active participant and an advisor to program management, evaluated contractors' cost proposals, conducted negotiations, and notified the winning contractors.
