Case Study of the Air Force Advanced Fighter Engine Program Gao ID: NSIAD-86-45S-13 August 25, 1986

GAO provided a supplement to its report on the defense acquisition work force. GAO examined the capabilities of the program manager and contracting officer in developing the Air Force's Advanced Tactical Fighter Engine program acquisition strategy.

GAO found that: (1) the program manager and the contracting officer jointly assisted in the design and implementation of the program; (2) the program manager developed the source evaluation criteria, source selection plan, and statement of work, and played a lead role in structuring the acquisition strategy; and (3) the contracting officer wrote the contract's business terms and conditions, conducted the negotiations, evaluated the cost proposals, and reviewed the source evaluation criteria and source selection plan for consistency with the acquisition strategy and procurement laws.
