Case Study of the Army Sense and Destroy Armor Projectile Program Gao ID: NSIAD-86-45S-4 August 25, 1986

GAO provided a supplement to its report on the defense acquisition work force. GAO discussed the role of the program manager and contracting officer in developing the Army's Sense and Destroy Armor (SADARM) Projectile program's acquisition strategy.

GAO found that: (1) after formulating the acquisition strategy, the Army appointed a second program manager and contracting officer who revised the strategy to encourage more competition and avoid production cost problems; (2) the program manager coordinated the revision; (3) the contracting officer reviewed the request for proposals and was an advisor during the acquisition strategy's revision; and (4) the Army terminated the program since its study concluded that it should replace SADARM with other weapons systems.
