Case Study of the Navy CV Inner Zone Anti-Submarine Warfare Helicopter Program Gao ID: NSIAD-86-45S-5 August 25, 1986

GAO provided a supplement to its report on the defense acquisition work force. GAO examined the roles of the program manager and contracting officer in developing the Navy Inner Zone Antisubmarine Warfare Helicopter program's acquisition strategy.

GAO found that the program manager executed the program by: (1) assembling schedules and budgets to support the program; (2) developing program documentation; (3) coordinating with the Office of the Chief of Naval Operations; (4) developing the technical requirements; (5) scheduling the delivery requirements; and (6) revising the original operational requirement. GAO also found that the contracting officer provided input on the contractual and business aspects of the strategy.
