Case Study of the Navy Undergraduate Jet Flight Training System Gao ID: NSIAD-86-45S-6 August 25, 1986

GAO provided a supplement to its report on the defense acquisition work force. GAO examined the roles of the program manager and contracting officer in developing the acquisition strategy for the Navy Undergraduate Jet Flight Training system.

GAO found that: (1) the program manager provided advice to the different functional groups involved in the proposal evaluation and restructured the program to comply with a Navy directive; and (2) the contracting officer acted as team leader for contractual matters, as a member of the functional group in charge of cost evaluations, and assisted in the program restructure.
