Case Study of the Navy DDG-51 Guided Missile Destroyer Program Gao ID: NSIAD-86-45S-9 August 25, 1986

GAO provided a supplement to its report on the defense acquisition work force. GAO examined the capabilities of the program manager and the contracting officer in developing the Navy's DDG-51 Guided Missile Destroyer acquisition strategy.

GAO found that: (1) the program manager and contracting officer jointly prepared a competitive acquisition strategy, developed the source selection process, and ensured that the request for proposals and acquisition strategy were consistent; (2) the program manager ensured that the evaluation criteria did not restrict competition, and evaluated contractor technical and cost proposals; and (3) the contracting officer set the competitive range, developed the request for proposals, and evaluated the contractors' cost proposals.
