Progress Toward Competing Trident Submarine Construction Gao ID: NSIAD-86-215FS September 30, 1986

GAO reviewed the Navy's efforts to establish competition in the Trident submarine construction program.

GAO noted that, through fiscal year 1986, the Navy awarded 13 contracts to one contractor for the design and construction of the Trident submarine. GAO found that the Navy decided to establish competition for the submarine's construction because: (1) of the potential to save money; and (2) it believes that a potential second-source competitor is capable of building a Trident submarine. Although the Navy believes that competition would reduce government costs, it has not: (1) developed a source-selection plan, prepared cost-benefit estimates for the competition, or established definite plans for the competition to begin; or (2) planned to award the second-source competitor any noncompetitive or cost-type contracts to help it compete against the sole builder of the Trident.
