Determining and Meeting Postsecondary Education Needs in Europe Gao ID: HRD-88-12 December 15, 1987

Pursuant to a legislative requirement, GAO evaluated how the overseas military services educational programs are: (1) determining their current needs assessments; and (2) providing undergraduate educational services in Europe.

GAO visited ten military installations and found that, although the needs assessment process varied in scope, focus, and methodology, the services generally applied the standards that the Joint Committee on Standards for Educational Evaluation developed. GAO also found that the Air Force: (1) adopted a single-provider system to decrease competition among academic institutions for the limited number of students at the base level; (2) extended the time institutions must commit to providing undergraduate program education services, in order to prevent abrupt termination; and (3) improved the overall quality of undergraduate programs in Europe.
