Funding and Membership for the Consolidated Open Mess of the Philippines Gao ID: NSIAD-88-83FS December 31, 1987

In response to a congressional request, GAO provided information on the Joint U.S. Military Assistance Group Consolidated Open Mess of the Philippines, specifically: (1) whether the Department of Defense (DOD) uses appropriated funds to operate and maintain the Open Mess; (2) the extent to which foreign nationals use the facility; and (3) its operating costs.

GAO found that the: (1) Open Mess is a self-supporting activity that receives no direct appropriated funds, but uses monies derived from the sale of goods and services to support its operations; (2) general operating costs were $1,427,202 for fiscal year (FY) 1986 and $1,506,816 for FY 1987; (3) utility expenses were $99,709 for FY 1986 and $104,101 for FY 1987; and (4) majority of the members are Filipino military personnel or Filipino civilians who are honorary members.
