Contract Cost for Replacing T-33 Aircraft Training Mission Gao ID: NSIAD-87-153BR May 20, 1987

In response to a congressional request, GAO: (1) reviewed the Air Force's plan to retire obsolete T-33 aircraft; and (2) analyzed the cost-effectiveness of either replacing T-33 aircraft with T-39 aircraft or contracting for the T-33 training mission.

GAO noted that the Air Force proposed to contract for the electronic countermeasure training (ECM), which was its primary use for the T-33 aircraft. GAO found that: (1) the 5-year cost of replacing the T-33 aircraft with the T-39 was slightly higher than continuing to use the T-33; (2) contracting for the ECM training mission could be more cost-effective than using either aircraft; and (3) the combined quality and quantity of contractual ECM training would be superior to the training capabilities of the T-33.
